Mr Pang Yoke Min was appointed as Executive Chairman of Pacific Radiance in January 2013, after having served as its principal adviser from January 2012 to December 2012. He was a Non-Executive Director between January 2007 and December 2011. He is currently responsible for the Group’s overall strategic direction and growth, and has led its swift transformation into a promising player in the provision of offshore vessels.
An industry veteran, Mr Pang has more than 30 years of experience in the offshore oil and gas industry. He co-founded Jaya Holdings Limited in 1981 and was its Managing Director from its inception until 2006.
Mr Pang is a non-independent and non-executive director of two companies listed on the SGX-ST, Global Yellow Pages Limited and Pacific Healthcare Holdings Limited.
Mr Mok Weng Vai was appointed as the Group’s Executive Director in July 2006. With more than 20 years’ experience in the offshore oil and gas industry, he co-founded the Group through the incorporation of Strato Maritime Services in 2002. Mr Mok heads the Offshore Support Services Division, which represents the Group’s core business segment.
He began his career as a commercial and business development executive at Maritime Pte. Ltd. in 1989 before joining Jaya Holdings Limited as a marketing executive in 1993. He spent nine years at Jaya Holdings Limited before leaving to start up Strato Maritime Services.
Mr Mok graduated with a Bachelor of Arts from the National University of Singapore.
Mr Pang Wei Meng was appointed as the Group’s Executive Director in November 2006. He heads our Subsea Division and Project Logistics Division. Further; he has the responsibility of dealing with new clients for the chartering of our vessels.
Mr Pang began his career with the Group and played a key role in its formative years, when his responsibilities included marketing, business development and finance.
He earned a Diploma in Mechanical Engineering from Singapore Polytechnic and a Bachelor of Commerce in Finance and Accounting from the University of New South Wales, Australia.
Mr Lau Boon Hwee was appointed as the Group’s Executive Director in October 2013. He joined the Group in 2008 as General Manager- Project and Commercial at Pacific Crest Pte Ltd. He is responsible for the Group’s newbuilding projects and the management and development of its marine equipment operations and oversees the construction of the Group’s ship-repair yard facility.
A veteran with more than 20 years’ of experience in ship building and repair, Mr Lau had previously worked in various Singapore shipyards including Asian Shipbuilding Industries Pte Ltd and Singapore-listed Jaya Holdings Limited where he was responsible for the growth of the company’s newbuilding and ship repair activities.
Mr Lau graduated with a Diploma in Offshore and Shipbuilding from Ngee Ann Polytechnic, Singapore.
Mr Yong Yin Min was appointed as the Group’s Non-Executive Director in November 2006, and subsequently re-designated as Independent Director in April 2017.
A veteran in the financial sector with more than 20 years of experience from 1981 to 2004, Mr Yong has held various positions of responsibility in Chase Manhattan Bank, NZI Bank, Standard Chartered Bank, Keppel Bank, GE Capital and KBC Bank. His experience includes team head for private banking in Indonesia, team head for corporate banking in Singapore, regional operations manager and General Manager for commercial and investment banking.
Mr Yong was an Executive Director of Ghim Li Group Pte Ltd, Ghim Li Holdings Co. Pte. Ltd. and GLG Corp Ltd. in 2005. He also served as an Independent Director of Swing Media Technology Group Ltd from 2010 to 2012.
Mr Yong graduated with a Bachelor of Science from the University of Singapore. He then earned a Master’s in Business Administration from the University of Toronto, Canada and a Master’s in Financial Engineering from the National University of Singapore.
Mr Ng Tiong Gee was appointed as the Group’s Lead Independent Director in October 2013. He has substantial experience in the information technology sector and in strategic human resource management. He is currently Senior Vice-President for innovation and technology at Resorts World Sentosa, which he joined in 2013.
Prior to 2013, Mr Ng held key appointments in various MNCs including Hewlett-Packard, Siemens Microelectronics Asia Pacific Pte Ltd (now known as Infineon Technologies Asia Pacific), Gateway Incorporated, STATS ChipPAC and United Test and Assembly Center Ltd. His roles included Director of information systems and services, Chief Information Officer and Chief Human Resource Officer among others.
Mr Ng is currently an Independent Director of Global Yellow Pages Singapore Ltd, chairing its remuneration committee and serving on its nominating committee.
Mr Ng graduated with a Bachelor of Mechanical Engineering from the National University of Singapore and holds a Master of Business Administration from Nanyang Technological University, Singapore. He attended the Advanced Management Program at Harvard Business School, United States of America.
Ms Ooi Chee Kar was appointed the Group’s Independent Director in October 2013. Ms Ooi was an audit partner at PricewaterhouseCoopers (PWC) in Singapore from 1992 until her retirement in 2012. During her time there, she was the audit partner for various listed entities covering sectors that range from financial services to retail, shipping, and oil trading, manufacturing, trading and other service-related industries.
Ms Ooi currently serves on the audit committee of the National Council of Social Service and as honorary treasurer of the MILK (Mainly I Love Kids) Fund. She is also an Independent Director of the Singapore Eye Research Institute and chairs its audit committee.
Ms Ooi is a fellow of both the Institute of Chartered Accountants in England and Wales and the Institute of Singapore Chartered Accountants. She graduated with a Bachelor of Accountancy (Honors) from the National University of Singapore in 1976.
Mr Goh Chong Theng was appointed as the Group’s Independent Director in October 2013. He is currently Corporate Finance Director at PT Central Cipta Murdaya.
Mr Goh’s has over 30 years of experience in the banking and finance sector most of which were spent in large international banks such as Citigroup, Standard Chartered Bank, ABN AMRO Bank, Rabobank International and OCBC Bank where he held key appointments such as head of wholesale corporates and General Manager.
Mr Goh graduated with a Bachelor of Computer Science from the University of Windsor, Canada in 1978. He acquired a Master’s in Business Administration (Finance and Accounting) from McGill University, Canada in 1980.
Mr Wong Meng Hoe was appointed as the Group’s Independent Director in October 2013. He is currently Managing Director of MH Wong Marine Pte. Ltd.
Mr Wong was with Noble Denton and Associates (S) Pte. Ltd. from 1977 to 1993 as a naval architect, engineering manager and worked his way up to Director and General Manager of the Singapore office. With more than 40 years of experience in the marine and offshore oil and gas industry, he has tremendous experience in transportation and offshore installation of platforms, heavy plants, FSOs, FPSOs and mooring systems. He also serves as an expert witness and arbitrator in dispute resolution.
Mr Wong is a fellow and past council member of the Society of Naval Architects and Marine Engineers of Singapore, the Singapore Institute of Arbitrators and the Singapore Maritime Arbitrators Association. He is a member of the Royal Institution of Naval Architects and a Chartered Engineer. He also sits on the marine and offshore technology advisory committee at Ngee Ann Polytechnic, Singapore.
Mr Wong, who was a Colombo Plan Scholar, graduated with a Bachelor of Science (Naval Architecture) from the University of Newcastle upon Tyne, United Kingdom in 1970.
Executive Officers
Mr Pang Wei Kuan joined Pacific Radiance in 2011 and is currently its Managing Director for Commercial and Business Development. Mr Pang is responsible for building up and strengthening the Group’s marketing and business development activities as part of its efforts to grow its global footprint. Spearheading the Group’s ventures into foreign markets such as Indonesia, Latin America, Africa and the Middle East, he also drives its investment activities by developing and executing its strategy and business plans.
Mr Pang started his career at Standard Chartered Bank in Singapore in 2009 where his responsibilities included managing client relationships, assisting in originating deals related to the Asian conglomerates portfolio as well as negotiating and executing financing transactions for listed and private companies.
Mr Pang earned a Bachelor of Arts with a Major in Economics (summa cum laude) and a Bachelor of Science in Business Administration with a Major in Finance (summa cum laude) from Boston University, United States of America.
Ms Iris Chia joined Pacific Radiance in 2017 as Chief Financial Officer. She oversees the Group’s overall financial, accounting, taxation, corporate finance and treasury matters, ensuring compliance with financial reporting requirements.
Ms Chia possesses more than 20 years of banking and corporate finance experience, mostly at DBS Bank, Standard Chartered Bank, Natixis and KPMG Corporate Finance. During her stint in banking, Ms Chia completed numerous financing and capital markets transactions and provided advisory services across multiple industry sectors, including transportation (shipping and aviation), telecommunications, media and technology, real estate, retail, food and beverage, industrial, trading and automotive sectors. She also oversaw teams across business segments for local corporates, large conglomerates and multi-national corporates.
Ms Chia holds a Master of Science (Applied Finance) from the National University of Singapore and a Bachelor of Accountancy from the Nanyang Technological University. She has also completed the Chartered Financial Analyst Program.
